Leon Naidoo Appointed as Head of Operations
Leon brings a wealth of experience in leading complex operations and supply chain transformation across multiple sectors. His appointment marks an important step as we continue building the Localisation Support Fund’s capability to deliver high-impact projects that unlock industrial growth and create opportunities in South Africa.

We are delighted to announce the appointment of Leon Naidoo as the Head of Operations at the Localisation Support Fund (LSF), effective 1 June 2025. Leon steps into this expanded leadership role after previously serving as the LSF’s Procurement Manager, where he played an instrumental part in establishing our procurement systems and supporting the development of our localisation pipeline.
Leon brings over 23 years of leadership experience across the automotive, defence, and energy sectors, combining technical expertise, strategic vision, and a deep commitment to building resilient and inclusive supply chains. With a Master’s degree in Procurement, Logistics, and Supply Chain Management, Leon has a proven track record of delivering operational excellence, managing complex procurement budgets, and leading high-performing teams across diverse industries.
Throughout his career, Leon has successfully driven localisation initiatives that reduce dependence on international suppliers, enhance supply chain resilience, and support local economic development, all while achieving significant cost savings and operational efficiencies. His unique ability to localise global value chains—transforming them into agile, responsive, and competitive operations—will be a critical asset as we scale our impact. In his new, expanded role, Leon will also bring this experience to bear in supporting our partners—helping them to integrate local suppliers into their own supply chains and unlock the benefits of resilient, inclusive procurement.
As Head of Operations, Leon will play a central role in operationalising the LSF’s strategy—building and leading the operational capabilities that enable the LSF to deliver on its mission, and ensuring that our systems, processes, and teams are fit-for-purpose, agile, and aligned to the LSF’s vision of driving industrial growth in South Africa. Leon’s deep sector knowledge, commitment to transformation, and ability to foster cross-functional collaboration will strengthen the LSF’s capacity to deliver high-impact localisation projects that make a real difference to South African industry.
